Kiharu MP Ndindi Nyoro has been hailed for ensuring proper use of National Government Constituency Development Fund (NGCDF). Millions of shillings from the fund has recently been used to rehabilitate at least 70 of the 112 primary schools. The programme in learning institutions is being implemented in phases. Mp Ndindi Nyoro has distributed revision materials to 4,443 Class Eight pupils. Stephen Kimani, the chairman of Gitui Catholic Church in Wangu Ward, said refurbishment of Gitui Primary School, where his children go, was a big relief to parents. Kimani said rehabilitation of the school had happened just as professionals with roots in the village were working on joining hands to replace the institution’s leaking roofs and apply a new coat of paint on the walls. The Constituencies Development Fund was established through the CDF Act, 2003 as a public funded kitty that targets development projects at the grassroots level. It is one of the several devolved funds set up by the Government to mitigate poverty and to harmonize the spread of development throughout the country. Irrigation and Drinking Water Projects(Kiharu Water Schemes)

The government has implemented variuos irrigation projects in different parts of Kiharu Constituency in an effort to boost food production. Water Principal Secretary Mr. Joseph Irungu said, "Mirira and Mukurwe wa Nyagathanga projects which are in Kiharu constituency will be commissioned before end of March". Mirira project funded at a tune of Sh. 550 million will cover an area of more than 2,000 acres and is expected to benefit 2, 300 households. Once completed, the PS said the project will support farming in lower parts of Kiharu which usually receive minimal rainfall. The other project, Mukurwe wa Nyagathanga is targeted to cover 585 acres and benefit 1,170 families. Irungu observed that the projects are expected to be completed by September 2021 saying irrigation farming will assist in boosting food security in the constituency and county at large. Chairman of National Irrigation Authority Joshua Toro observed that the authority is committed to complete all irrigation projects which have stalled. Toro said they have factored money to revive the stalled projects before embarking in implementing new projects. “There are many irrigation projects initiated in Kiharu Constituency and once complete, the food security will be assured. The projects are also targeted to create employment to Kiharu resdients,” added Toro. Kiharu Mp Ndindi Nyoro lauded the government for the water projects being implemented in his constituency. Mp Ndindi Nyoro said apart from the two projects, the government has also lined up several water projects to increase water connectivity in Kiharu constituency.

Provision and Management of Roads and Transport Network

As many Kenyans continue to grapple with joblessness , the Kiharu CDF office has hired thousands of residents to work on projects. The office is upgrading 25 feeder roads, each employing more than 150 casuals. Jimmy Irungu, another beneficiary, said the road was in such poor state that they had to use longer routes to access tarmac roads. He noted that many other constituencies award such projects to contractors who then deploy tractors and other machinery to reduce costs. “These projects are empowering hundreds of homes that could have otherwise been struggling to put food on the table,” Irungu said. Area MP Ndindi Nyoro said the CDF office has been implementing projects using local labour to cut costs and empower residents. He said he took the approach after realising that tendering for such projects only benefitted individual contractors at the expense of residents, many of whom had no jobs. Mp Ndindi Nyoro spoke while inspecting gravelling works on the 7.2km Githioro Ndutumi-Ndaraca-ini road in Mugoiri ward. "We decided that any sort of work that can be done manually will be done by locals so we not only develop the area but also empower residents,” he said, adding that the roads will promote agricultural activities. Early this year, hundreds of youths were offered technical courses to enhance their capacity to implement projects.
